Why can't my students see assignment Rubric comments?

When student's go into their graded assignment to see the feedback provided through a rubric, they will initially see a copy of the general rubric. To see the feedback that is specific to their assignment submission, they need to scroll down the page. Their feedback is located below the general rubric.
