Why is my discussion forum giving a "cut-off date" message to my students?

Moodle Forums have availability date settings that are different from those for other Moodle activities. With Forums, you are setting a Due date and a Cut-off date instead of a Start and End date.
If students try to post after the Cut-off date, they will not be able to post and will see a message indicating that it is past the cut-off date.
Students posting between the Due date and the Cut-off date are posting "Late."
